The basic differences of hate speech betweeen produced and circulated in the new media environment and produced in tradional media will be discussed in this panel in the context of the risks and opportunites offered by new media with several examples. The measures which can be taken against the quickly circulated hate speech at various internet applications will be discussed as well. Panel will be held under the moderation of Mutlu Binark (Başkent University Faculty of Communication). Panel participants are Işık Barış Fidaner (Ph.D Candidate, Boğaziçi University), İlden Dirini (Özgür Radio News Editor), Ayşe Kaymak (Alternatif Bilişim Law Advisor), Eser Aygül (MA Student, Gazi University Graduate School of Social Sciences), Tuğrul Çomu (MA Student, Ankara University Graduate School of Social Sciences) and Burak Doğu (Faculty Member, İzmir University of Economics). Issues to be adressed in a series of papers can be summarized as follows: Işık Barış Fidaner, in his paper entitled “New Media and Hate Speech”, will draw a framework in terms of the relationship between hate speech and the new media, İlden Dirini, in her paper entitled “How does hate speech is derived in reader comments via online journalism”, will seek answer to the question of “How does reader comments on news sites influence readers?, Ayşe Kaymak, in her paper entitled “Legal Size of Hate Speech in New Media”, will explain the relevant legal aspects with the help of law and various court decisions, Eser Aygül, in her paper entitled, “Production and Circulation of Hate Speech on the Facebook”, will discuss the role of the social networks like Facebook in the production of hate speech, Tuğrul Çomu, in his paper entitled, “Hate Speech in the Video Sharing Networks”, will show users’ activities in the production of hate speech with the examples after new media became an environment where broadcasting images is allowed, Burak Doğu, in his paper entitled “virtual hate practice”, will take over the practice of hate speech on the internet and will mention about the websites which play a role in the proliferation of such rhetorics and organisations struggling with these web sites.

Short Biographies of the Participants
Mutlu Binark/Moderator
She was graduated from the department of Radio Television Cinema, Media High School, Ankara University. She realized her graduate studies at Ankara University Graduate School of Social Sciences. In 1999 she received her doctoral degree on “Communication Sciences”, in 2003 he became associate professor of communication sciences. She got scholarships and contiuned her education as a visiting researcher.She made doctoral studies at the University of Tokyo, postdoctoral studies at the University of Aarhus and at the University of Syd-dansk. She currently continues her working as a faculty member at the Universıty of Başkent at the Faculty of Communication. Sociology of Communication, intercultural communication, critical media literacy, gender and popular culture texts and new communication technologies constitute her study areas. Işık Barış Fidaner
He was born in Ankara. The game develop desire begins with the Amiga which led him computer programming. He was completed his undergraduate and graduate education in the department of Computer Engineering at the University of Boğaziçi. He stil continues his education in the same department as a PhD candidate. A book named “Digital Game Reader” (with Mutlu Binark and Günseli Bayraktutan-Sütcü) was published in 2009. In the years of 2009 and 2010 joined up the game of Global Game Jam’s Turkey section, also involved in Itchy and Viralfire game development team. He participated GDC09 with IGDA scholarship. He is still the manager of dijitaloyun.wordpress.com. Also, his first album “Five More Minutes” was released in 2010, he is still working with the group of Sakareller.
İlden Dirini
She has been working as a journalist for four years, she is still working as a news editor at Özgür Radio in İstanbul. Also works on the issues of internet, new media at Alternatif Bilişim Group.
Ayşe Kaymak
She was graduated from Marmara University School of Law in 2006. She is a lawyer. She has works on the issues of internet and law. She is the legal advisor of Alternatif Bilişim Group.
Eser Aygül
She was graduated from the department of Radio Television Cinema, University of Gazi in 2006. She is still a postgraduate student at Gazi University Graduate School of Social Sciences.
Tuğrul Çomu
He was born in İstanbul in 1984. In 2002 he was graduated from İstanbul Tuncay Azaphan Anatolian Vocational School for Trade. He got his associate degree from the department of Radio TV Broadcasting at Istanbul University Technical Science College, than he continued Ankara University Communication Faculty. He is stil a postgraduate student at Ankara University Graduate School of Social Sciences, Gender and Women’s Studies Graduate Programme. Burak Doğu
He was graduated from İzmir Bornova Anatolian High School in 1999, then he got his bachelors degree in the department of Journalism at Faculty of Communication, Ankara Universisty. He started his post graduate education in the department of journalism at Ege University Graduate School of Social Sciences in 2003. She realized her graduate studies at Ege University Graduate School of Social Sciences at the department of Journalism in 2006 with the master thesis named “Lifestyle represented in computer games as popular culture’s medium of consumption”. Since May, 2005 he has been working as a Faculty Member at İzmir University of Economics and simultaneously working as a guest researcher at the Università degli Studi di Torino. His academic interests are journalism, new media technologies and alternative media.
